Module 1 — What oversight can and cannot do

State roles read across the whole jurisdiction and write nothing operational. Census records cannot be created, edited or deleted by a state user; the restriction is enforced server-side, not by hiding buttons. Oversight actions that do write — generating an extract, changing jurisdiction configuration — are audited.

Module 2 — The jurisdiction dashboard

The dashboard rolls the latest valid census for every facility up to the organization and the jurisdiction.

Module 3 — Coverage and data quality

Availability is only meaningful alongside coverage. Learn to separate a reported zero from a missing report, to identify facilities whose figures have gone stale, and to follow up with the responsible organization administrator rather than editing the record.

Module 4 — Bed extracts as evidence

Generate the extract for a reporting period, confirm it is locked, and reference its record number in correspondence. Because extracts are immutable and census history is append-only, the extract is the defensible figure for that period.

Module 5 — Access and accountability

Review who holds state roles in your jurisdiction, confirm multi-factor enrolment, and review the audit trail for a facility, a user or a reporting period. Close the course by reproducing one past figure from history and the matching extract.
