OCRS Terms of Service
These terms govern access to and use of the Occupancy & Capacity Reporting System (OCRS) by participating agencies, provider organizations, licensed facilities and their authorized users.

2. Accounts and credentials
- Accounts are issued to named individuals. Credentials must not be shared, transferred or used by anyone else.
- You must verify your email address and keep your account contact details accurate.
- Administrative roles are subject to additional authentication requirements, including multi-factor authentication for global administrator access.
- You must notify OCRS immediately of any suspected credential compromise or unauthorized access.
4. Acceptable use
- Do not submit information you know to be inaccurate or incomplete.
- Do not enter Protected Health Information or other individually identifying clinical information unless expressly authorized by the responsible state authority. OCRS is designed for facility-level aggregate occupancy reporting.
- Do not attempt to access records belonging to another organization, facility or jurisdiction, or to circumvent role, tenant or authorization controls.
- Do not probe, scan, load-test, scrape or reverse engineer the platform without written authorization.
- Do not interfere with reporting schedules, delivery pipelines, audit records or the availability of the service.
5. Customer responsibilities
Participating organizations are responsible for the timeliness and accuracy of their census submissions, for maintaining correct facility and bed configuration, for designating the users authorized to report, and for meeting the reporting obligations of their jurisdiction. OCRS provides the reporting mechanism; it does not assume the customer's regulatory reporting duties.
6. OCRS intellectual property
The OCRS platform, its software, interface design, documentation, name and marks are owned by the platform operator. Access grants a limited, non-exclusive, non-transferable right to use the platform for authorized reporting purposes only. No other license is granted.
7. Customer data and reporting records
Organizations retain their rights in the information they submit. OCRS processes that information to operate the service, to deliver reports to authorized recipients, and to maintain the audit and reporting record. Census submissions, generated report artifacts, delivery records and audit events are maintained as an append-only historical record and are not editable or deletable through the application, so that reporting history stays verifiable.

8. Confidentiality
Information accessed through OCRS, including another organization's occupancy data made visible to authorized reviewers, must be treated as confidential and used only for authorized reporting, oversight and operational purposes.
Pending legal/owner review: Deployment-specific confidentiality obligations, including any agency confidentiality agreement or public-records treatment, require owner and legal confirmation.
9. Availability and support
OCRS is operated as a continuously available service and publishes support channels on the Support page. Planned maintenance and incidents are communicated to organization administrators.
Pending legal/owner review: No service-level commitment, uptime percentage, response-time target or credit remedy is stated here. Any SLA must be approved by the owner and, where applicable, set out in the customer's signed agreement.
10. Third-party services
OCRS relies on third-party cloud hosting, database and authentication, storage and transactional email services to operate. Their availability can affect the platform. Links to third-party resources are provided for convenience and are not endorsements.
11. Suspension and termination
Accounts and organizations may be suspended or deactivated for suspected unauthorized access, misuse, submission of knowingly false information, loss of reporting authority, or at the request of the responsible administrator or jurisdiction. Suspension removes access but does not remove the historical reporting or audit record.
12. Fees and plans
Pending legal/owner review: Pricing, plan entitlements, invoicing and payment terms are set out in each customer's executed agreement or order form. No pricing or commercial commitment is stated on this page; commercial terms are pending owner review.
13. Disclaimers and limitations
OCRS provides the reporting platform on an operational basis and does not guarantee that submitted information is accurate — accuracy is the responsibility of the submitting organization. OCRS is not a clinical system and must not be used for clinical decision making or emergency placement decisions without independent verification.
Pending legal/owner review: Warranty disclaimers, limitation of liability, indemnification, dispute resolution and governing law are intentionally not asserted here. These provisions must be drafted and approved by counsel and, where applicable, are governed by the customer's executed agreement.
14. Changes to these terms
Updates are published on this page with a new version identifier and effective date. Material changes are communicated to organization administrators.
