Submitting the daily census

The required fields, how capacity is validated against the licensed bed count, why submissions are permanent, and how to file a correction.

Who may submit

Only facility reporters and facility managers assigned to a facility may submit its census. Every submission is attributed to the signed-in user and written to the audit trail. State roles cannot create or edit census records — census writes are blocked server-side for oversight users.

What a submission contains

A census is recorded against a single reporting date for a single facility.

Validation

The submission is checked before it is accepted. Occupied, available and blocked beds must total the facility's licensed bed count, no value may be negative, and the reporting date must fall inside the reporting window. A submission that fails validation is rejected with the specific field named — nothing partial is stored.

Corrections and immutable history

A submitted census is never edited or deleted. To correct figures, submit again for the same reporting date: the later submission becomes the current value used by dashboards and extracts, and the earlier one remains in the reporting history with its own timestamp and author. That is what makes any past state figure reproducible.

Missed reporting days

A missed day stays missing; it is not back-filled automatically and it is not treated as zero occupancy. Submit for the past reporting date if it is still inside the reporting window, otherwise the gap is visible to oversight as not reported.
