How OCRS works in practice: organization and facility setup, licensed bed configuration, daily census submission, the live bed board, oversight dashboards, state bed extracts, roles and audit history.
An organization is created once, then each licensed facility is added with its jurisdiction, licensed bed count and service type. Facilities can be marked inactive or archived when they stop operating; their history is retained and they are removed from current capacity totals.

Users, roles & access
Access is granted by role and scope. State administrators work across a jurisdiction, organization and provider administrators across their own organization, and facility managers and reporters within their assigned facilities. Read-only auditors can review everything in scope without changing it.

Daily census submission
Reporters record occupied, available and blocked beds for a reporting date. Submissions are validated against the facility's licensed bed count. A submitted census is permanent; a correction is filed as a new submission for the same date so both remain in the record.

Live bed board & occupancy
The bed board shows current bed status for a facility, and occupancy dashboards roll the latest valid census up by organization and across the jurisdiction. Dashboards distinguish a reported zero-occupancy day from a day with no report, and flag census figures that have gone stale.

State bed extracts & reporting
A bed extract can be generated for a reporting period from the census records on file. Once generated, an extract is locked, so the figures behind any decision can be reproduced exactly at a later date.

Security & audit history
Sign-ins, submissions, administrative changes and extract generation are written to an audit trail that cannot be edited or deleted from the application. Record separation between organizations is enforced in the database, so a user can never read another organization's data by changing a URL.
